[Project Background] The TA'ZIZ industrial ecosystem in the UAE, led by ADNOC, is a core platform for the UAE government to promote industrial diversification. This PVC complex is a key milestone in the first phase of TA'ZIZ construction. Upon completion, it will establish TA'ZIZ as a leading regional producer of PVC, EDC, VCM, and caustic soda.

[Role of the Chinese Enterprise] China Chemical Engineering Seventh Construction Co., Ltd. (CC7) signed an EPC lump-sum turnkey contract in November 2025, with a contract value of USD 1.99 billion. This represents one of CC7's largest single overseas contracts to date.

[Scope of Services] The L4 EPC lump-sum turnkey contract covers the construction of PVC, EDC, VCM, and caustic soda plants. With an annual production capacity of 1.9 million tons of commercialized products, it will be the first integrated PVC production base in the UAE and one of the top three single-site facilities of its kind globally.

[Significance] This project serves as a significant case study for Chinese chlor-alkali engineering enterprises entering high-end petrochemical projects in the Gulf region. It also exemplifies the participation of Chinese companies in the UAE's industrialization strategy.
