Key Technology Innovation and R & D Base Construction Engineering Center of Liaoning Province (Liaoning Industrial Technology Research Institute)
Liaoning Provincial Engineering and Construction Center for Important Technological Innovation and R&D Bases is a provincial-level science and technology innovation service institution, approved by the Liaoning Provincial Party Committee and the Liaoning Provincial People’s Government and administered by the Liaoning Provincial Department of Science and Technology. It was officially inaugurated in 2018. Its mission is to support the construction of major provincial science and technology infrastructure, tackle key core technologies, and facilitate the transformation and application of research outcomes. It serves as a critical platform for Liaoning Province to implement the national innovation-driven development strategy and build a regional science and technology innovation center with nationwide influence.  

The Center’s core business activities include: end-to-end management services for major scientific and technological projects; cultivation of pilot-scale test bases and innovation consortia; construction of a science and technology achievement transformation and commercialization service system; coordination and integration of science and technology resources; and research and policy support for innovation-related policies. It actively participates in implementing Liaoning Province’s “14th Five-Year Plan” for Science and Technology Innovation and leads the planning and construction of the province’s first batch of 15 model pilot-scale test bases.  

The Center has obtained ISO 9001 Quality Management System Certification and possesses standardized capabilities in scientific and technological project management, technical evaluation, and achievement assessment. Its subordinate Liaoning Provincial Science and Technology Achievement Transformation Service Center holds qualifications as a national-level technology contract certification and registration agency.  

As of 2025, the Center has provided services to over 2,000 instances involving universities, research institutes, and science and technology enterprises, facilitating the localization and transformation of more than 300 high-quality scientific and technological achievements within Liaoning Province. Representative cases include pilot-scale maturation and industrialization alignment for projects such as Shenyang New-Source Robotics, Dalian Institute of Chemical Physics’ fuel cell systems, and Neusoft Medical’s high-end medical imaging equipment.  

Its operations cover all 14 prefecture-level cities in Liaoning Province. The Center has established routine collaborative mechanisms with institutions including the Shenyang Branch of the Chinese Academy of Sciences, Northeastern University, and Dalian University of Technology. As Liaoning Province’s representative unit, it also participates in science and technology cooperation initiatives with the Beijing-Tianjin-Hebei region and the Yangtze River Delta region.
